The draft retail competition and open access (RCOA) rules can still be made clearer, while conflicting provisions in the separate issuances of the Department of Energy (DoE) and the Energy Regulatory Commission (ERC) need to be harmonised. This was the assessment of Energy Secretary Zenaida Y. Monsada, who said that officials of the DoE and the ERC have yet to meet to clarify their position on RCOA. Read more here.
