THE House of Representatives is studying making “fundamental changes” to the Energy Regulatory Commission, following a warning from President Rodrigo R. Duterte that he will shut down the agency and create a new body.

“We are currently studying it,” Speaker Pantaleon D. Alvarez told reporters in a news conference on Tuesday night.

“I advised the committee on energy to look on how can we address the problems inside the ERC,” said Mr. Alvarez.
