PEMC flags electric cooperatives’ financial capacity for spot market

The financial capacity of electric cooperatives remains the biggest concern in the planned opening of the wholesale electricity spot market (WESM) in Mindanao, according to the head of the Philippine Electricity Market Corp. (PEMC).
